why do i have luke warm heat at idle. but when start driving temperture gauge goes to cold

I had lack of heat temperture gauge did`nt move far off cold. Changed thermostat
really no changed medium heat at idle start driving no heat. I am lost

Has it ever been overheated

Cause it sounds like head gaskets
