there is a fuse missingI under the hood is it suppose to be missing

Fuse missing suppose to or not

Good question, get a light and look down into the slots where the fuse prongs would go, if the placement is active it will have an electrical contact in each side of the fuse place. Or look on the fuse box lid and see if it lists a fuse for that position.
