I have a 2004 Chrysler Pacifica when driving it , it does not go more than 40 kmh

When driving it goes from 0 and stops at 40 and does not go beyond 40 sometimes it
starts to jerk when it's getting to 40 and stops at 40. Any help or suggestions as my
mechanics have no answer to this problem.

That sounds like the speedo DC motor is on it's last leg, I don't believe it is a serviceable part. Do you have any shops where you are that does speedometer testing? They may be able to send out your cluster for repair.
