Car wont move

Have a 1999 caddilac catera and when you press on the brake sometimes it will not move when wanting to go, if you turn the engine off and back on then it will move. When this happens a light that goes on is in the RPM gage and it is the one left to the ABS brake light. It is round looks like a tire with a quotation mark in the middle  can you tell me what would be causing this.

I just bought the car and I have no manual I was hoping some one does thank you for that answer.
