85 Calais 2.5 won't start.

Won't start unless I spray some flammable
break cleaner or a little starting fluid in
throttle body. It starts and runs perfectly at
any speed until it's shut off. If I hold the gas
pedal to the floor it eventually starts like it
was flooded but its not. I've pulled the plugs
under this condition and they are all 4 dry. If
I spray it again it starts right up and runs
with no issues. When I try to crank it there is
very little fuel if any spraying thru the
injector. If spray it and it starts up there is a
full constant spray just as there should be.
I've been an auto/diesel/heavy equipment
mechanic for 47 years and I have never ran
into this problem. I've since sold my
electronic test equipment.  What could be
causing injector to not spray fuel on start up
but sprays fine and runs fine after start up.

What is the fuel pressure, might be the fuel pressure regulator? Weak pump?
