how to fix 1974 scamp fuel gauge

the heater stays on all the time and fuel gauge stays on empty. what to do?

It should have a heater control valve that stop coolant flow to the heater core Gas gauge is more than likely the sending unit

A gas gauge that always reads empty is a bad ground. I suspect that since the heater won't shut off too the bad ground is in the dash. If there's an aftermarket radio installed, check there first. Also check for a blower motor relay. It may be stuck on. HTH. -Jim
