oldsmobile hood pins

One of my hood pins on my 1971 olds 442 with ram air hood won't open and i
can't access the engine compartment any clues how to free it up

So I take it the collar has rusted to the pin itself, if that is the case then try a little Diesel fuel as a penetrating oil, now don't get carried away, just a drop or two and let it stand overnight then give it a try.

No its not rusted the hood pin turns but won't unlatch to open its in the lock position

Ok what style of hood pin do you have? the basic pin with bail or the push and turn style. A picture would help.
