My 63 continental seems to have the heat on all the time when driving, switches are off and in the recirculate position yet when driving heat blows in the cabin? Any ideas?

These 1960's Lincolns use a very complicated system of vacuum hoses to control heat, a/c, door locks and even the windshield wipers. If your heat vents are not closing, you have a leak in the system.....I would contact Ron Baker in CT.....he may have an idea where to start.
