That (above) or a bad master cylinder due to rust debris in the line . Brake systems are airtight but the flexible lines going to the wheels are "hygroscopic" they will over years allow water to get into the brake fluid ... once water gets into brake fluid it turns acidic and corrodes ... that's why we recommend changing brake fluid every few years
