I own a 76 fj40 and there is most definitely one gas tank and one "gas tank hole" not sure what you are looking at but unless it has been modified one of them is not a gas tank.

well emissions want to capture all the fumes...usually with a charcoal canister...then releases the fumes on vacuum~ the other will be the fuel pump and return lines too~ probably in one cluster on the top of the tank~ 76 bound to be full of rust~...inspect for damage caused by rust chunks...flush the tank...inspect the lines~
