What is 3rd lever for in a 73 FJ40

Hi:

I'm looking at an 73 FJ40 and noticed 3 levers on the front floor.  One is gear shift, one
is 2 wd to 4 wd.

What is the smaller lever closest to the driver next to the gear shift lever?
