I have a 2008 Honda Civic fans only come on with AC on and it runs hot when I’m on the interstate but not around town any suggestions

You have an electrical defect leading up to the fan. Might be a defective engine coolant temperature sensor, a defective fan clutch or wiring, or a bad fan temperature switch.
