Subaru Legacy 2007 Wagon - rear seatbelt has torn/chewed through section 1) Where can I find a replacement seatbelt? 2) Is it a DIY type of thing or do I need to be a mechanic?

Legacy 04 Stuck In Park, Fuse (20amp) For Brake Light Blown.

I have changed out both rear brake light bulbs and checked fittings but fuse still blows after a few minutes. I pulled all the lamps from the light bar with no changes. What else can I try please?
