My son's Camry LE 1998 , dash lights went out, clock and instruments still work, interior light also still works. Could it be the dimmer switch or possible fuse and if so which one?

What could be cause it
What would cause both low beam lights to go out same time and the bulbs actually blow and the passenger side is burnt where it plugs into the lightbulb itself.
Is there a difference in the 1998 4.3 V6 Long Block that would prevent me from using it in my, 4.3 V6, 2003? And if that is so, is it a difference that I can overcome?
