We saw a car on the internet and contacted them. While they were ok just emailing, they did not answer our questions but kept asking when we'd come in to look at the car. We noticed the body emblems were in the wrong place and the paint showed "orange peel, and that told us there had been a repair, and their response was "it must have been a good one because they didn't notice". While they were willing to let us take the car to a dealer or our mechanic for a full inspection pre-sale, in the end we feel that whether or not a used car is "certified" or not, the dealership should be telling you what they know about the car's condition mechanically, and they should be checking it before putting it up for sale. "Extended warranties" don't cover a lot of things, including exhaust systems, whether the vehicle has been tuned based on age/mileage, or a lot of things.
