got a 97 mgf & cannot get the idle down below 1200rpm any idea's anyone

What Would Cause The Starter Solinoid To Fail To Engage

tried rocking the car to free off the starter tried turning the key and nothing happened this has happened twice before and then the car starts i dont think its the imobiliser as bump starting it work...
