My husband is working on our 2002 sunfire replacing a hose on the power steering pump and happend to notice all the dash board lights were on but there are not keys in the ignition. What could this be?

Something is powering your ignition powered circuits. Try disconnecting the negative battery until the steering hose job is finished. At least that will prevent killing the battery.
