My 1991 Nissan 300ZX NA slicktop has 40,000 original miles. Under the 60k mileage recommendation for replacing the timing belt but is 22 years old. Should I have it replaced?

Yes and you might also replace other rubber components too, hoses, drive belts, vacuum lines, brake line hoses. 22 years rubber will start to deteriorate after that amount of time.
