Has it been sitting for a while or is it a daily driver?

Sounds like a fuel pressure, flow or quality issue.

Not turbo. Last major tuneup a few years ago. Actually my daughter has it in S.C. So I am just going by what she has told me. Her father is a mechanic so has checked all the normal stuff

It could be a number of things but he probably already checked them. Plugs, plug wires, dist cap, rotor button, air filter, fuel filter, fuel pressure regulator, fuel pump going bad, throttle position sensor or catylitic convertor stopped up. Just to name a few. Bad gas can also cause one to act this way.
