Mecury LS sabel 1999 heather core problems it does not heat but it cools

Greetings..Steve here in Canada. I have a 1994 Mercury Sable Station Wagon.. When it's cold, the blower fan stops working. 3rd time now. Any ideas as to why? And, can it be corrected?
