How do i know the reason my 99 mercury cougar wont start because of my air compressor , lights, radio everything comes on bt my car just wont turn over? And how much will this cost me?

First thing to do is load test the battery,then check the starter,new battery 100 dollar,s,,starter cost about 150,but if you have some one that can rebuild it it could be cheaper.
