Automatic 1st & 2nd gear

I just purchased a 1995 Jeep Cherokee with an automatic transmission. There the shifter indicates what position
it is in I have....(starting at the top), Park, neutral, Drive, 3rd, then 1st and 2nd together.  I can move the shifter into
all but  the position for combined 1st and 2nd. The transmission seems to be working fine  but I don't understand
why it won't go to that last position.      I thought maybe it only went  there when the transfer case was in 4LO but
that's not it.

i have a 95 jeep grand cherokee v8 automatic and it wont shift into fourth gear it was shifting into fourth after it got really warmed up like five miles then it would shift ,but now its not shifting at all ,the fluid was a little low so i topped it off but its still not shifting can anyone help me i cant even drive on the freeway 1 answer

wont shift to fourth it goes in n out of 4th but kicks right back into 3rd
