Is this right, or is the water pump impeller loose and spinning on the shaft?

2000 isuzu rodeo v6 overheating. thermostat checks ok. reached into opening in block where thermostat is housed, and I'm able to get a couple of fingers inside and turn water pump impeller.
* other details-  upper hose gets hot and swells under pressure. lower hose cold and no water flow to radiator.

You should not be able at all to be able to turn the impellers on the water pump. this is a common problem to FYI,,, replace the pump and all your troubles will be gone,,,, Another thing they do make a better pump its cast iron inpeller and most parts stores dont know this so you might just get a plastic impeller pump again unless your parts store searches for what im saying but in any case you need to just replace it cause it should not turn on the shaft at all its stationary to the shaft
