my 1999 sonoma has vacuum at actuator whether in 2wh or 4wd.should the switch on transfer case only allow vacumm when in 4wd?

4wd.actuator under battery tray on 1999 sonoma has vacuum anytime truck is running whether in 2 or 4wd.i believe that this would keep differential active all the time.should the switch on top of transfer case control this from full time vacuum?
