replaced water pump, will not take required coolant 13.5

drained 13.5 qt. but want take in but 5.5qt. why and what could be stoping it.
does not run hot.

did you run it up to operating temp???? also heres a little trick...drill the thermonstate as shown and while your in there replace it...
