Speedometer not working

I have replaced the speed sensor and the spedo still does not work till about 45mph, then it rises quickly to 70 and stays there no matter how fast or slow your going till your speed drops way down again. Its a 93 prizm manual. Any suggestions? I heard that maybe replacing the cluster would work? Or is there a relay of sorts that would need replacing?

I had a similar issue with my 1990 Ford F250. My mechanic swapped the computer (ECU) with a used one and solved the problem.
