Has anyone else experienced problems with their driver's side seat belt?

I have a 2013 (so its not even 2 years old) Mini Countryman.  Today when I went to use the seatbelt, it pulled out only so far which wasn't enough to fasten.  The seat belt won't retract or extend in either direction.  Any suggestions?

The tensioner locks up if you pull the belt quickly. Let it go all the way back then slowly pull it out, should work fine.

Thank you for your assistance. The trouble was that the belt wouldn't move from the locked position. I couldn't use the belt or retract it so I buckled it behind me to stop the warning noise. I finally made an appointment with the dealership to have them look at it. Sure enough, the night before the appointment, I tugged at it while it was still fastened behind my back and it worked. I think pulling it down straight instead of out as if to use it worked it loose. All is fine right now.
