Problem reading 4WD button.......

I have a 2012 Rav4. I can't tell if it is in 4WD or not. When I push the button to put it in 4WD the indicator on the dash says, "locked". When I push it again, it says "locked". It seems to always be locked. What am I missing?

Is the car in neutral and stationary when you push the button?
