Ok so i just but some tranny fluid in my car and it should up on the dip stick and the car wont move bit it pissed out the fluid by the radiater and its on the line any sugestions on if its the line o

It is the tranny line to the radiator is bad,they are high pressure lines,so you will need to replace the whole line,a patch will do you no good.

Ok so its not moving cause its not building up enough presser is that correct

Yes you are correct,dont try to drive it without repair,it could damage the tranny.
