odometer on brand new chrysler 300 limited shows 1200 LESS miles than the total displayed on the factory installed Garvin. Does this mean someone tampered with the odometer at the dealership?

I have heard of GPS devices showing less than a vehicle odometer, there are very few places where you will not get a GPS signal and the device will not record those miles...tunnels for example, but not the other way around as you describe.
