how big is the gas tank really?

manual says the gas tank is 17 gallons - but i cannot fill more than 13-14 gallons max - when the empty light goes
on

The engineers design vehicles that way. Most have about 3-4 gallons left when light comes on. If the tank would be empty when the light came on the light would come on AND you would run out of gas at same time.
