Is the value based on the local market vice the national market? It seems the same car with less miles in a different location for a cheaper price is not rated a good a deal.

Don't get hung up on good deal or not on this site, it is all based on price like you said. The true good deal is finding the car, driving it , having a mechanic look at it and negotiating the best price for it.
