It will turn over but won't crank we can hear the
fuel pump coming on what could this be

You need to find out if it has spark to the spark plugs, and that it is getting fuel. You check fuel pressure to see if it is in the right range of pressure. When you turn the key on you should hear the fuel pump prime up for a few seconds.
