My horn is not working..fuse?

Someone told me my horn is not working on my 2009 Mercury Mariner
because a fuse might be blown.  I looked on page 229 of the manual and it
says Fuse 24 (20amps) is for the horn relay.  Yet when I looked under my
fuse box next to the engine under the hood there was no fuse there.  Page
232 of the manual also says Fuse 24- not used.
What gives?
