Have fuel pressure checked by dodge Or a technician you know and trust. It is Either running out of fuel or ECM is going into limp mode. Electronic throttle motor is failing , computer senses failure to respond normally , so it disallows complete throttle control. Check with dodge about TSB concerning this, it could a common problem that dodge is currently seeking to answer. PCM re-flash also could repair this situation

That vehicle has electronic throttle control no throttle cable, The PCM and road conditions dictate overall speed and throttle control of that Vehicle

No it's not your tranny , it's the pvc valve .it gets oil and build up and the bearing ball gets stuck causing the car to choke . $40 bucks . Especially if it hasn't been swapt out yet.
