I don't believe this option was available on the Mustangs, and in fact I don't know when they discontinued it on the T-Bird, one of the earliest I have seen with it was 1961.

It was in fact an option on mustangs in 1967. Not sure of earlier or later years, but to answer your question, yes. It's referred to as the "tilt away column". It was available on all mustangs in 1967.
