2004 9-3 Arc convertable, turbo charger suddenly wont engage completely. No warning signs, no oile burning,everything was great guage will only go to half or so and it just wont kick in.

2004 saab 9-3 turbo is only about 18k old, engine has 100k  Engine is running at full power. Had it checked when I bought it about four months ago aand all was fine. Its like it just cant slip into full turbo charge. If you floor it the rpms just go up, if you eccelerate slowly it keeps up ok, but just wont go into full turbo charge.

Sounds like the recirculation valve (aka diverter valve) is failing.
