car blows cold air and overheats. when turning the car off, it sounds like a fan is decelerating under the hood and comes to a stop. what is wrong?

fan clutch or water pump shaft snapped, was this car cranked over while ice was in water pump jamming impeller causing snapped shaft? also check all drive belts, fan blade for fan clutch resistance while turning by hand, go to pump seems no flow to upper rad hose
