I have a 1999 Delta 88 anniversary edition how can you tell which side hub bearing is bad

If you jack up the car and wiggle the front tires there should be no play side to side or top to bottom. If there is play then the bearings need replacement or adjusting. Listen for noise to see which corner of your car is making noise. If you hear howling or grinding then a bearing is probably failing.
