How can I get the hood to open if the latch inside the care does not work. 4 answers

1977 Monte carlo When pull hood release latch from inside the car it does not disengage the hood lock. Look underneath and try to pull wire manually but didn't work. What are the other options.

My A/C isn't working and when I put the low side psi guage on it was in the red @150, I also noticed that the clutch isn't dissengaging. Is there any tricks I can try to free up the clutch or do I ha 2 answers
