My 91 Caprice Classic will not turn off. I turn the ignition all the way off and t as keep out the key but it still runs. What is causing this?

I hope it not still running Does the steering whee and gear selector lock when the key is off? If it does then the key linkage is OK but I suspect the electrical contact is remaining closed because the connecting shaft is worn or broken. In either case you will need to have the mechanism replaced. 23 years is a lot of use on a switch that is both mechanical and electrical
