What causes my 92 chevy 350 to not go into warm-up mode when cold

Is it actually not warming up? Or is the computer just staying in open loop?

There's a mechanism in side the bottom air cleaner and there should be a hose going from the exhaust manifold up to it when the mech gets warm there's a gate that opens 2 let more air into and heat the engine up faster my 1992 1/2ton takes at least 10 minutes to warm up
