If they are rusted on, a good quick wacks with a rubber mallet on the flat face of the rotor, spin the rotor between hits.

We have a 2003 chevy 3500 truck. The brake lights will not come on by pedal, but will by trailer brake switch. Already replaced brake pedal switch and the light switch just in case.
