Running and license plate lights don't work

1993 Chevrolet Cheyenne 2500 - the running lights and license plate light doesn't work, but headlights, signals, brake lights do. Checked fuses (although couldn't locate particular fuse for running lights) and they are good. Could there be a relay and where might it be located?

Either fuse or headlight switch. They go out often
