I'm wondering about my 1999 Town & Country as well. Have had things replaced but continues to not work on pass side, yet driver's side control works the pass.window just fine. Not making any noises.

It is in lock mode or you have a bad passenger door switch. If there is a switch that is slightly indented push that and try it on pass side again if not its switch or the wires leading to it going through the door that Usually break from all the back and forth repetitions.
