a replacement key without chip in it was used in ignition on 2004 Chrsyler town and country what needs to be done to fix the problem of the car not starting now.

My car will not start because we think the anti-theft has been turned on due to a key being used in ignition that was not chipped and the car only makes this clicking sound.

The key will only open the doors, not the ignition. You'll need to get another key with a chip to program it. But to disarm the system, I'm not sure. Try disconnecting the negative battery cable for 20mins, then reconnect and try with a proper key.
