lock cylin stop turning have key tried new key no turn how do i get it to run position to install new lock cylinder

Go to a professional lock smith. He has a way to lift the pins that either will not drop or lift the ones that dropped and are stuck. It will cost a bit, but less than if you try and brake more stuff.
