Any way to check fuel pump without dropping tank?

You should be able to hear it run for a few seconds when the key is turned to "On". Take the gas cap off and stick your ear by the filler when someone turns the key. Some GM's have a Schrader valve in the fuel line to check pressure but I don't remember if the '91 Buick has one.

you could unclip the filter underneath, have a new one to replace ,turn key when off and see if fuel moves out ,stand back ,then install good filter that may be the problem anyway
