1999 buick regal skips really bad at 4 thousand rpm while in neutral.

you should not be revving it in Neutral....bad man bad...the reason why is the components will "sing" destructive harmonics...if under load will have those opposing forces....at lower rpm's isn't as disconcerting as at higher RPM's...I suspect a weak system ground....clean the ground connection off the battery with a wirebrush and bolt together again~

One of the spark plug wires may be breaking down. Try this, wait until it's dark outside. Open the hood and start the engine. Get it to misfire (skip) as you watch carefully what's going on under the hood. If it is a spark plug wire or other ignition system component failing you'll see sparking. Replace the component that's sparking under load and you'll be good to go. HTH. -Jim
