what would cause a high whistling sound from under the hood on the right side?

It is almost a high whining sound that continues even after the car is off.  It happens randomly - not everytime the car is driven

Did you open the hood to locate the EXACT place that the noise is coming from ? That would be the first thing to do.

yes. I opened the hood and it seems to be coming from a black box on the left side of the engine.
